ROGUE RUNNERS’ OPERATIONS AND LEAGUE RULES 12/17/25
ROGUE RUNNERS GENERAL INFORMATION
The Rogue Runners Golf Group has been operational for 25 years or more. It was organized to provide its members a means of enjoying the game of golf at public courses in Vero Beach for both men and women. It also provides a way of socializing with fellow golfers with similar interests. New members are always welcome, and guests are welcomed on a limited basis. Every player as well as the team must be respectful of one another to ensure we are enjoying golf and providing a welcoming atmosphere.
OPERATIONAL PROCEDURES
GOLF COURSES
Sandridge and Mangrove Sands in Vero Beach are our clubs today, and we need to do everything we can to cooperate with the golf clubs and work with their staff. If a player/member has a complaint about the golf club, please inform one of the coordinators. The coordinator will advise the committee who will take the complaint under advisement. The committee will then determine the appropriate strategy, which will be in the best interest of the Club and our organization in the long term.
This policy is also the same for complaints against a fellow member.
LEADERS & THEIR ROLES
There is a core group of players who have the responsibility of managing this process. It comprises a Commissioner, Coordinators, and a Treasurer.
The role of the commissioner is to be the spokesperson for decisions that are needed to run the organization along with the coordinators and treasurer. The commissioner also is responsible for the social activities planned each season, which today there are two parties, one in January and the other in March. The main function is clear communication with the players.
The role of the coordinator is to run the weekly golf game. We have several coordinators, currently four (4), and they usually would be responsible for a month at a time. The coordinator determines who has signed up for the next play date, prepares the players in the foursome and their handicaps, determines the flight of the players, provides a list of the teams, collects the dues for that week, determines the winners of play, and gives the winning players their payout the following week. We use a two-flight system (A and B) to distinguish players with higher handicaps competing against similar players based on their handicap. The coordinator also provides the closest to the pin kit (better markers that are placed at the appropriate golf holes. Once the winners are determined the coordinator posts the list of winners on the blog, http://roguegolfleague.blogspot.com.
The captain of his group (foursome etc.) is assigned the job of collecting the money and the closest to the pin money for that day. They also turn in the score cards (make sure it’s legible) to the coordinator and mark the roster sheet with each player’s score for that day.
The treasurer will collect the yearly fee for players at both golf courses. He also will maintain a bank account to accommodate the parties, hole-in-one money, and administrative fees needed to manage the operation.
We are using new software developed by one of our players, Steve Sklaris. The software we had was obsolete and Steve has been gracious enough to provide very easy to use laptop software that is current and works well to help manage this process. Thank you, Steve.
PLAYERS RESPONSIBILITY
A person may be a guest of a member for a limit of two times per year. They are not eligible for the prize money nor closest to the pin. They do not pay the normal weekly fee for that day, and they are not eligible to play in tournaments.
If they become a member, they must pay the member dues fee. A quota will be established after playing two times. Thereafter they will pay the normal fee (currently $5.00) each time they play and are eligible to win the prize money and closest to the pin.
Please make any prospective member or guest welcome to the club.
The player signs up for the next week if playing this week on the sheet provided at the course. If you cannot play after signing up, notify the Coordinator as soon as possible so that the golf course can be notified.
If you have not signed up and wish to play, please notify the Coordinator no later than Saturday at noon for Monday golf and Monday at noon for Wednesday golf.
If you do not show up for golf on Monday morning, you are responsible for the course fee that day. This is because Sandridge is very busy and demands that the fee be paid unless they find someone to take your place. There may be extenuating circumstances where the fee may be waved, but that is at the discretion of Sandridge not the Rogue Runners.
It is the player’s responsibility to check the blog site for their tee times. The blog site is

Players should arrive at the course 30 to 45 minutes before your tee time in case of any changes. This makes the process go smoothly so please try to do so.
You should review the blog as early as Saturday afternoon to be assured you are playing or not playing. If not, call the coordinator.
FORMAT OF FOURSOME SELECTION
Each member’s name is entered into the computer. The coordinator selects each member who signed up to play that week. The software will sort out the list of players and break them down with A and B players as evenly as possible. The software will then select foursomes with the first name being the Captain. All foursomes are randomly generated. It will generate the course you will play on and your tee time. Every effort will be made so that you don’t play the same course week after week.
ON THE COURSE
There have been times when our pace of play has been too slow. Therefore:
1. Always play ready golf.
2. Plan your shot selection while others are hitting.
3. The Captain will write scores down for each player. Another member of the foursome should keep score to ensure each hole is recorded properly.
4. Keep pace with the group in front of you.
5. Be considerate and follow golf etiquette. Be quiet when someone is hitting and don’t walk on the putting line of a fellow golfer.
6. Maximum of three minutes to look for a lost ball.
7. If a ball is lost in the woods or water, the player/players in that cart should look for the ball. The other cart should play their shots and then go help look for the lost ball.
8. NO GIMMIES
SCORING
You must putt out to have a score for that hole.
Double bogey - 1 point
Bogey - 2 points
Par - 3 points
Birdie - 5 points
Hole-in-one - 8 points
Eagle - 8 points
Pick up your ball after double bogey to help speed up play.
QUOTAS
1. For every three points, you are over your quota, you go up one point. There is no CAP on how high you go up.
EXAMPLE: John’s quota is 10. John scored 14 points this week (4 over quota). John’s quota the following week is 11.
2. For every three points you are under quota, NOT COUNTING FRACTIONS, your quota will go down one point. You can only go down three (3) points.
EXAMPLE: John’s quota is 10. John scored 6 points this week (4 under quota). John’s quota is 9.
CAPTAINS AND CHANGES
The captains may be anyone in the foursome. They must turn in the score card for their foursome with the scores accurate and legible.
The Captain is responsible for the foursome. The blog site will tell all players their course, starting time and who they are playing with. The Captain will collect a $5.00 fee from each player. $1.00 is for closest to the pin and $4.00 is for the money prizes that day. The captain should be marking the actual scored points and plus or minus from the quota. It is very important to be as clear in writing the information as possible since it determines the winners. At the end of play, the Captain will place the money in the appropriate money bag along with the scorecard. The Captain will then post the scores on the tote board and the computer sheet. Once a player has teed off, that player is obligated to pay the $5.00 fee even if they do not finish the round.
TEE BOXES
Men will play either red, white or green tee boxes based on age and/or physical handicap.
Ladies will use red or orange tee boxes based on age and/or physical handicap.
Changing tee boxes must be requested before the season begins. Four strokes will be added to last season’s quota if you move up.
The committee has final say on requests to move up.
WEATHER and Cancellation issues
The golf courses have provided us with a block of starting times for our convenience. We, the players at Sandridge, have had to pay an allotted amount to have this privilege. In turn Sandridge expects that we will have players there each week. So, in the event of cancellation, Sandridge is losing money. Their solution is to charge us for the person(s). This is done when the player has not given the course their cancellation information. So, it is imperative to communicate to the golf course this cancellation (as well as the coordinator?).
Inclement weather or cart-path-only conditions, the golf course is aware that under these conditions they can’t expect players to want to play. So, it is still necessary to communicate but no fee would be collected from the player.
In the event of inclement weather, we will be in contact with the appropriate golf course and will notify the players via the blog site and email if the course is closed. Unless the course is closed, we must honor our commitment. It is not the individual player’s decision to determine if it’s too inclement to play.
WHAT WE DO WITH THE DUES
Yearly Fees. A fee of $50.00 for Sandridge and $20.00 for Mangrove will be charged to each member. Mangrove also charges a $25.00 fee to each player. This covers:
1. Charge for Sandridge and Mangrove for guaranteed tee times each week.
2. Two parties during the year.
3. A $100.00 to a player who scores a hole-in-one.
RULES OF PLAY
Our players should be aware of USGA rules which is a good benchmark for understanding fair play. However, because of ages of most players and potential safety issues, some local rules are being used to keep pace of play as well as potential harmful conditions to equipment and the player himself.
LOCAL rules and regulations
1. WINTER RULES: You may lift and clean your ball in the fairway and rough. You must return your ball to the same spot from which you took the lift.
2. FREE LIFTS: From ground under repair and man-made objects is permitted. You may not place the ball closer to the hole (one club length allowed; partner must verify).
3. BUNKER FREE LIFTS: If ball is in footprints, divot tracks or plugged, you may lift the ball. Ball must remain in the bunker. You cannot ground your club in a hazard or bunker. (if you do, it is a one-stroke penalty).
4. MULLIGANS: permitted on the first tee only. In the event you take a Mulligan, you must play that ball. Before your foursome leaves the teeing area, you must call what you’re going to do.
5. LOST BALL: Place the ball at two club lengths where it crossed into the hazard area and proceed under penalty of one stroke. REMEMBER it’s where your ball crossed the woods or water, not where you think it landed in the woods or water.
6. HAZARDS: If your ball lands in a hazard, you cannot move or touch it without incurring a one-stroke penalty.
7. WITHDRAWING: from play after play commenced, no points awarded.
8. You are allowed to roll over your ball in the fairway.
9. OUT OF BOUNDS: If a ball is hit out of bounds, place a ball (two club lengths) where the ball went out of bounds and take a one stroke penalty. At Mangrove Sands, a ball landing on the property of the Association (Vista), you are OUT-OF-BOUNDS, drop a ball in play and take a one stroke penalty.
10. UNPLAYABLE BALL: place a ball two club lengths where the ball is found (not closer to the hole) and take a one-stroke penalty.
11. Limit looking for a lost ball to 3 minutes.
12. Player can switch balls on a hole. We know that some players are concerned about the condition of a ball and the possibility of losing it and replacing it with a lesser quality ball.
13. Again, NO GIMMES: You need putt out each hole no matter what your playing partner says. Put down zero points on that hole.
